i refute it thus:
Malenko was NOT just a cruiserweight. he also held the US title, back when that belt meant something. it was the company's secondary belt, which presented Malenko to viewers as the #2 wrestler in the world at the time. he worked larger guys and small guys alike. and he never had a problem being believable, no matter who he worked.
i disagree with you that Malenko didn't have charisma. his charisma was what it needed to be: he was cold, emotionless, remorseless. and he was crisp and (generally) safe in the ring. that's a guy you can stick in a main event with just about anybody.
his promo weakness could be overcome with a manager.
i'm not even arguing that you put the wold title on him. but the guy was great enough that he deserved a main event run.
